Incoming Interdistrict Transfers
CLSD INTER-DISTRICT REQUEST FORM
Families who live outside CLSD boundaries may request an interdistrict transfer for their student to attend a CLSD school or program. Complete the CLSD Incoming Interdistrict Transfer Request Form and submit it to the District Office. Families must also obtain approval from their district of residence, as Oregon requires both the resident district and CLSD to approve the transfer. After receiving written approval from both districts, families may complete CLSD enrollment and school or program registration. Central Linn Jr./Sr. High School (CLHS):
Programs Include: Agriculture, Art, Band, Choir, Construction & Skilled Trades, Digital Arts, Health Occupations, Tech Design & Production, Theater Arts, and more!
Central Linn Online Academy (CLOA):
A partnership with Greenways Academy, CLOA provides a fully online option for families with live teacher sessions. Students are full-time CLSD students with access to all programs and opportunities.
FLEX Alternative Learning Options (ALO) Programs
FLEX offers an a la carte learning option for families that want more flexibility and control of their student learning plans. Students are full-time CLSD students with access to all programs and opportunities. FLEX provides all ILP-related resources and approved curriculum. Parents may enhance with other options as well.
There are two-options in the FLEX ALO program!
- Personalized Learning Option: Individual Learning Plans (ILPs) created by the parents, students and Academic Advisor guide the student learning. Students may do any combination of these options:
- Home Instruction with approved curriculum
- Online Classes
- In-person classes at CLHS
- LBCC classes
OR
- The FLEX Diploma & Degree Program: Students complete a High School Diploma AND an Associates Degree AT THE SAME TIME! A fully articulated H.S. graduation plan meets the requirements for a transfer degree (the to any public University and students enter as Juniors.
Interdistrict Transfers – CLSD Policy
Under Oregon law (ORS 339.133, ORS 339.137), a school district may choose whether or not to release students to another district. Key points:
Full Local Discretion
The Board may set the number of allowable outgoing transfers to any number, including zero.
The Board may also restrict transfers into the district unless required for special circumstances (e.g., IEP-driven placements).
Why Transfer Limits Matter
Limiting outgoing transfers strengthens district enrollment stability and ensures CLSD remains the student’s official “resident district” for legal purposes.
Transfer policies affect:
- ADM revenue stability
- Staffing and class-size planning
- District program viability
- The district’s ability to deny virtual charter enrollment (explained below)
Virtual Public Charter Enrollment – Mandatory Rules
Virtual public charter enrollment is governed separately under ORS 338.125(4) and OAR 581-026-0305.
The 3% Cap in state law is designed to protect districts from losing enrollment and not being able to provide a quality education for the enrolled students.
CLSD is currently above this cap (≈11%), so CLSD is legally permitted to deny all further virtual charter enrollments.
A district may deny enrollment in a virtual public charter school not sponsored by the district if more than 3% of resident students are already enrolled in such schools;
1. General Rule Statement
Central Linn School District (CLSD) values stability in student enrollment in order to maintain high-quality instructional programs, effective staffing, and responsible fiscal planning. The district exercises the authority granted under ORS 339.133–339.137 to regulate interdistrict transfers.
2. Transfers Into the District
The district may accept transfer-in requests if space, staffing levels, and program capacity allow. The Board will determine the annual number of permitted transfer-ins.
The district may deny transfer-in requests based on:
- Class size or program capacity
- Projected enrollment growth
- Availability of services
- History of serious disciplinary issues as allowed under state law
3. Transfers Out of the District (Releases)
The district will approve no outgoing interdistrict transfer requests, except as permitted under the narrowly defined exceptions below. A parent or guardian may request an interdistrict transfer release; however, approval will only be granted if the request meets one of the following criteria:
- A. Child of District Employee: The student is the legal child or dependent of a current CLSD employee working at least 20 hours per week, and transfer to another district supports employee retention or logistical need.
- Placement Required by an Individualized Education Program (IEP): A student’s IEP team determines that services required by the student are available only in another district or program, and placement outside CLSD is necessary to implement the IEP.
- Hardship or Emergency Circumstances: Transfer may be granted if the Superintendent determines that remaining in the resident district would result in significant demonstrated hardship, such as: Safety concerns, Documented harassment or other severe school climate issues, Unavoidable family disruption requiring relocation.
Continuity of Education
If a student moves out of CLSD after the start of the school year, the Superintendent may permit the student to complete the school year in CLSD to maintain continuity.
